Russian Academy Of Sciences To Block Banned Websites
The Russian government procurement website has published information about the Federal Research Center «Computer Science and Control» winning a tender for the development of a system that allows controlling the blocking of banned Internet resources.
The Center is a structural unit of the Russian Academy of Sciences (RAS). Initially, the value of the contract on the public procurement website was set at 25 million rubles (about $390,000). The winning organization presented its project, which it is ready to execute for 19.9 million rubles (about $310,000).
Four other organizations took part in the competition, among which there were joint-stock companies and limited liability companies. They were ready to implement their projects for a smaller amount of funds than the division of the RAS.
The order for the development of the system for controlling the blocking of prohibited Internet resources was placed by the General Radio Frequency Center, which is subordinate to the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor), in March 2019. Under the terms of the competition, the system should be created by the beginning of 2020.
It is assumed that the system will monitor search services, VPN connections, proxy servers, and anonymizers for compliance with the Russian law prohibiting citizens from being allowed to bypass blocking.
As previously reported, Roskomnadzor plans to block the services of the American company OpenVPN in the territory of Russia.
